Anti-Terrorism Credentials Program
(For those US Navy Personnel using Navy COOL funding)
The Navy Credentialing Opportunities On-Line (Navy COOL) program provides funding for enlisted personnel to obtain civilian/industry licenses and certifications related to their military ratings, jobs, designators, and occupations. Many licenses and certifications are widely-recognized in the civilian sector and oftentimes provide a distinct advantage when seeking employment opportunities. Navy COOL was developed in coordination with the Departments of Defense and Labor as part of the Navy's inventory of blended training solutions. ATAB, in conjunction with the Navy's Center for Security Forces, initially established criteria for US Navy Master at Arms personnel in grades E-5 to E-9 with at least four years experience in the field of terrorism detection, deterrence and/or response to apply for certification as a Certified Anti-terrorism Specialist (CAS) through the Navy COOL program. Today, ATAB and the Navy COOL program have expanded the certification programs to allow US Navy personnel in additional rating communities to participate. All candidates must meet the minimum qualifying requirements as determined by ATAB and the Navy COOL program.
The Anti-terrorism Accreditation Board (ATAB) provides certifications to US Navy personnel under the Navy COOL program by assisting participants in acquiring specific knowledge, skills, and competencies required to understand and combat the threat of global terrorism. ATAB evaluates program applications based on individual qualifications acquired through education, training, and experience, and awards certifications to US Navy personnel who meet performance, proficiency, and passing standards as set by the International Society of Anti-terrorism Professionals and the ATAB Board of Directors. These certifications are voluntary, and US Navy personnel are evaluated against predetermined standards of knowledge, skills, and competencies associated with the war against terrorism.
ATAB reviews and evaluates each application and determines the applicant's current level of knowledge, skills, and competencies. Assessments are not designed to evaluate mastery of any specific training program, class, course, or seminar, and ATAB is not the sole source of any education or training that is required for their certification programs. Rather, ATAB evaluates each application on its own merits against specific criteria. Upon favorable assessment, US Navy personnel receive program reference and training materials and begin the selected course of study. US Navy personnel successfully completing all requirements and achieving a score of 75% or higher on the final examination are awarded certification. ATAB reserves the right to waive certain eligibility and/or the final examination requirement under special circumstances on a case-by-case basis.
ATAB acknowledges the continuing efforts of the Institute of Credentialing Excellence (ICE) and concurs with their defining principles for quality certification and assessment-based certificate programs.
APPLICATION PROCESS (FOR THOSE US NAVY PERSONNEL USING NAVY COOL FUNDING)
US Navy personnel interested in ATAB certification programs should:
(1) go to the Navy COOL website at https://www.cool.navy.mil, (2) download and complete the Navy Voucher Request form, (3) obtain your Commanding Officer's signature on the Navy Request Voucher, and (4) submit the completed and signed Navy Voucher Request form to the following address:

The Navy Credentials Program Office (NCPO) will review your application and determine your eligibility for certification. Upon their favorable determination, the NCPO will send you an Email containing your approved voucher. The NCPO will pay the application fee for the selected certification. At this time, you may submit your application to ATAB at [email protected]. This e-mail address is protected from spambots, and you will need to enable JavaScript to view the contents. Alternatively, you may submit your application to ATAB by FAX to (404) 506-9049. Upon receipt, ATAB will review, evaluate, and assess your qualifications against ATAB minimum qualifying requirements. Approved US Navy personnel will receive a comprehensive training study package containing manuals, publications, and other study materials. Applicants may submit a request for certification examination to ATAB at [email protected] upon completion of their study materials.
Applicants successfully passing the certification examination with a score of 75% and above will receive designation as a Certified Anti-terrorism Specialist (CAS), Certified Master Anti-terrorism Specialist (CMAS), etc., indicating that the applicant successfully meets the performance, proficiency, and other standards set forth by the International Society of Anti-terrorism Professionals and the Anti-terrorism Accreditation Board (ATAB).

It normally takes 3 weeks to process your application, have your certificate printed, packaged and shipped depending on where you are located in the world. CERTIFICATION PROGRAMS
Certified Anti-terrorism Specialist (CAS)
The focus of this certification program is to set the standard for personnel to meet the basic level of knowledge, skills, and competencies as set forth by the International Society of Anti-terrorism Professionals and ATAB necessary to understand and combat the threat of global terrorism. The program consists of reference and training materials that will provide applicants the study tools to prepare for certification. Upon successful completion of the course of study, applicants may take the final examination. Personnel successfully completing all requirements and achieving a score of 75% or higher on the final examination are awarded certification.
US Navy personnel in grades E-5 through E-9 with rating in one of the following communities: Security, Intelligence, Cyber, Surface Combat Systems/Operations, Special Warfare/Special Operations, and at least four (4) years experience in the field of terrorism detection, deterrence and/or response are eligible for the Certified Anti-terrorism Specialist (CAS) program. Other US Navy personnel may also qualify for the CAS certification with the approval of the Navy COOL program and ATAB. Certified Master Anti-terrorism Specialist (CMAS)
ATAB has developed criteria for selected personnel to be accepted for certification as a Certified Master Anti Terrorism Specialist (CMAS). The CMAS program is designed for training and operations professionals that have acquired and maintained the CAS designation for a minimum of a year, possess extensive experience, knowledge, skills and training, and are actively engaged in conducting training and/or operations related to the global war on terrorism. Applicants will receive an expanded training package containing additional response and resource information directed toward the protecting of secured or high risk facilities, as well as MS-PowerPoint presentations, manuals, handbooks, videos, and lesson plans covering advanced anti-terrorism topics. ATAB also provides a high-quality polo shirt with CMAS/ATAB logo to successful CMAS candidates.
US Navy personnel in grades E-5 through E-9, designated as a Certified Anti-terrorism Specialist (CAS) for a minimum of a year, with rating in one of the following communities: Security, Intelligence, Cyber, Surface Combat Systems/Operations, Special Warfare/Special Operations, and at least five (5) years experience in the field of terrorism detection, deterrence and/or response are eligible for the Certified Master Anti-terrorism Specialist (CMAS) program. Certified Anti-terrorism Specialist - Physical Security Manager (CAS-PSM)
Physical security managers must be trained, educated, and experienced in many, widely-varied security practices to achieve maximum effectiveness. The CAS-PSM program is designed to assess knowledge, skills, and competencies regarding design of integrated security systems, as well as your ability to conduct risk assessments and physical security surveys. While it is not necessary for physical security managers to perform all tasks, they must understand what is required, what is currently being accomplished, how to assess vulnerabilities, and how to mitigate threat. The CAS-PSM certification is awarded to highly trained professionals with knowledge of physical security techniques and theory, as well as possess years of hands on experience. Applicants must be knowledgeable in both physical security, as well as the new technical security methods being utilized in today's expanding information age. The final examination tests your knowledge of the best use of your security assets from your personnel and hardware, to procedures and applications on installing and operating an integrated system.
US Navy personnel in grades E-5 through E-9, designated as a Certified Master Anti-terrorism Specialist (CMAS) for a minimum of a year, with rating in one of the following communities: Security, Intelligence, Cyber, Surface Combat Systems/Operations, Special Warfare/Special Operations, and at least five (5) years experience in the field of terrorism detection, deterrence and/or response are eligible for this program. Certified Anti-terrorism Specialist - Cyber Terrorism Response (CAS-CTR)
Personnel who are responsible for supervising cyber incident response and requiring a strong understanding of current cyber threats to systems and networks, along with proven and effective responses and countermeasures are excellent candidates for this program. The CAS-CTR designation recognizes personnel with the knowledge, skills and abilities to manage a cyber incident or attack, and heightens awareness of common attack methods and techniques, as well as the tools and procedures needed to manage a successful response to a cyber-terrorist attack. The final examination evaluates your knowledge, skills, and competencies related to cyber-terrorism planning and response.
US Navy personnel in grades E-5 through E-9, designated as a Certified Anti-terrorism Specialist (CAS) for a minimum of a year and Certified Master Anti-terrorism Specialist (CMAS) for a minimum of a year, with rating in one of the following communities: Security, Intelligence, Surface Combat Systems/Operations, Special Warfare/Special Operations, and at least five (5) years experience in the field of terrorism detection, deterrence and/or response are eligible for this program. US Navy personnel in grades E-5 through E-9, designated as a Certified Anti-terrorism Specialist (CAS) for a minimum of a year, with rating in the Cyber community, and at least five (5) years experience in the field of terrorism detection, deterrence and/or response are eligible for this program. Certified Anti-terrorism Specialist - Information Technology (CAS-IT)
The CAS-IT designation is specifically designed for Information Technology (IT) professionals who know and understand information security protocol and assurance. Proficient information security (INFOSEC) managers meet industry, Department of Defense, NIST, ISO, and other IT requirements in the implementation and maintenance of IT systems programs that allow leaders and operational elements work together in a secured environment. Personnel receiving the CAS-IT designation will be able to demonstrate the concepts of IT Security, as well as understanding the threats and risks to IT systems or networks. This program is designed to assist you in learning to write and implement policy, disaster recovery, and/or business continuity plans. You will be able to demonstrate your knowledge in how to diversify your protection strategy and enable you to identify best practices that can be used to protect your information resources. The final examination evaluates your knowledge, skills, and competencies related to information security and contingency planning.
US Navy personnel in grades E-5 through E-9, applying for this designation must have completed and been designated as a CAS for a minimum of a year and CAS-CTR for a minimum of a year prior to application for the CAS-IT program. All applicants must submit letters of recommendation and other supporting documents, such as a white paper, MS-PowerPoint presentation, policy/procedure manual, book, etc., authored on the subject of Information Technology in anti-terrorism by the applicant as proof of experience, knowledge, and competency. Other US Navy personnel may also qualify for this certification with the approval of the Navy COOL program and ATAB. WAIVER OF EXAMINATION
Under certain circumstances, ATAB reserves the right to waive the examination requirement for certification on a case-by-case basis. Personnel requesting a waiver must submit a formal request to ATAB. Requests for waiver must include the circumstances and reason(s) for the request, as well as all supporting documents you wish ATAB to take into consideration. After ATAB has received your request for waiver, the ATAB Board and Certification committee will review your request and supporting documentation, and render a decision. All decisions are final and are not subject to further appeal.
TIME-LIMITED CERTIFICATION
All ATAB certifications require a minimum of 20 hours of continuing professional education annually to maintain your certification(s). Failure to meet the requisite 20 hours of continuing professional education may result in suspension or removal of certification(s).
CERTIFICATION ADVANTAGES
Upon receipt of your certification document, you may use your certification designation and the ATAB logo on your business cards, stationary, training materials, and other documents.
Personnel may receive, at no additional expense, promotional and/or professional items and materials upon successful completion of select certification programs.

ATAB continues to develop training materials and certification programs designed for personnel to enhance current proficiency, as well as provide new, cutting-edge information. For example, we have recently developed a MS-PowerPoint presentation on "Transportation Security" that addresses seaport and maritime security, as well as air, rail and trucking. Additionally, ATAB developed a series on "Conducting Security Surveys and Audits", which covers the skills required to conduct and develop a comprehensive report for a security survey and risk assessment. We are also developing a program on "Confronting a Possible Terrorist". This program will provide you with the skills needed to recognize signs of deception while interviewing a subject, and how to recognize covert or disguised weapons.
